OKC Couple Arrested on More than 100 Sex Abuse Complaints

After a student told employees at an Oklahoma City junior high school that a 14-year-old sibling was being sexually abused by her guardians, police arrested the couple on 274 felony complaints combined.

According to reports, Jamala Dontau Monroe, 28, and his wife Kwain Zicole Monroe, 22, (also known as Jamala and Zicole Monroe Evans) took guardianship of the 14-year-old girl and her two younger siblings in October 2015. After her sibling notified a school employee about the alleged abuse, the girl told police that the sexual abuse began almost immediately and continued until police became involved.

Investigators say the girl was sexually assaulted more than 100 times over the next four months. In fact, they say they found a "schedule" of past and planned sexual assaults written on a calendar inside the home. 

Police also say they found two videos of sexual abuse involving the 14-year-old girl on Jamala Monroe's cell phone.

Investigators say that Zicole Monroe admitted to knowing about Jamala's sexual abuse of the teen, and they say she even admitted to being present during many of the incidents.

Jamala and Zicole Monroe were each arrested and held on 137 felony sex crime complaints. Both suspects are held on more than 100 counts of child sexual abuse, and both have four counts of lewd or indecent proposals or acts to a child under 16. Jamala Monroe additionally faces two counts of first degree rape.

Both Jamala and Zicole Monroe have remained in the Oklahoma County Jail since their arrests on February 4. Jamala Monroe is held on $1.5 million bond; Zicole Monroe is held on $1.4 million bond. 

All of the crimes of which the Monroes are accused are felony sex crimes, and each mandates lifetime sex offender registration upon conviction. Lewd acts with a child under 16 is punishable by a maximum of 20 years in prison for each count. In cases involving a child under 12, lewd or indecent proposals or acts to a child is punishable by a minimum of 25 years.

Although each of the couple could face up to 80 years in prison for four counts of lewd acts, the allegations of child sexual abuse and first degree rape are even more serious. First degree rape carries a minimum sentence of 5 years in prison, and both child sexual abuse and first degree rape are punishable by a maximum of life in prison.
